General Guidelines


On July 25, 2025, Mexico published the new General Guidelines for the Issuance of Visas, jointly issued by the Ministries of the Interior (SEGOB) and Foreign Affairs (SRE), in the Official Gazette of the Federation (DOF). These guidelines, which will come into effect fifteen calendar days after their publication, represent the first major update in more than 10 years. They align the process with current regulations and promote administrative modernization through digital transformation.


Main Updates

I. Electronic Visa:

One of the key innovations is the implementation of the Electronic Visa, operated exclusively by the Ministry of Foreign Affairs (SRE) through electronic means. This visa will be issued to foreign nationals of nationalities selected by the Mexican State who wish to enter by air as visitors without authorization to engage in paid activities.

  • Ensures document security

  • Enables digital portability

  • Eliminates the need for photographs and document copies in consular procedures

Validity: 180 days, valid for a single entry Restriction: Only valid for air travel to Mexico (not valid for land or sea entry)


II. Reconsideration Process before the INM (National Immigration Institute):

A reconsideration process is maintained for cases in which consulates detect irregularities in visa applications (such as questionable travel purposes, false documents, or inadmissibility concerns). In such cases:

  • The consulate may request reconsideration from the INM

  • The INM will have a maximum of 7 business days to issue a decision, either confirming or denying visa authorization

This allows for a well-founded and efficient review process, strengthening immigration control without unnecessary delays.


III. Other Key Updates:

a) Full digitalization: Electronic files will be created with biometric data collection (fingerprints, iris scan, and digital signature) and digital certificates. Requirements such as printed photographs and document copies will be eliminated, expediting service at consulates.

b) Focus on international cooperation: Visas may be granted under international mobility instruments or intergovernmental cooperation programs, with stays adapted to the length of the project (up to 180 days as a visitor, or longer as a temporary resident).

The submission of electronic visa applications will be subject to the implementation of the system provided by the Ministry of Foreign Affairs within one hundred and eighty calendar days from the date these guidelines take effect.
